The Skill Codification Gap.
Why most AI strategies stall after Copilot, and the deliberate practice that turns individual productivity into organizational capability.
Your organization deployed copilots. People are using them. Productivity surveys are encouraging. And twelve months in, none of it has translated into something a CFO can count. This is the pattern Phase 2 is supposed to break.
Organizations worldwide have embraced AI copilots and assistant tools. The initial returns from Phase 1 adoption, ChatGPT, Claude, Microsoft Copilot in the hands of individual knowledge workers, are real and well-documented. Teams experiment broadly. Productivity measurably increases. Surveys report 20–30% gains at the individual level.
Then the program stalls. Not because the technology failed, and not because people stopped using it. It stalls because there is no path from "individuals using AI tools" to "the organization doing work with AI." That path is Phase 2, skill codification, and it is the step every industry framework describes around but never names.
The Chasm Between Copilot and Agent
The Skill Codification Gap is the chasm between Phase 1 (human-led innovation with AI assistants) and Phase 3 (agent-led workflows). Most organizations get stuck here. Individual innovations remain siloed. Knowledge stays in people's heads. The path to agentic AI remains theoretical, a destination on a slide deck with no bridge to get there.
Phase 2 is the missing bridge: the disciplined practice of codifying individual innovations into reusable, shareable, operationalized skills. Without it, the leap from "people using AI tools" to "agents executing defined workflows" is not just difficult, it is impossible. You cannot automate what you have not yet articulated.
Why Organizations Get Stuck
Phase 1 is easy. Deploying ChatGPT or Claude requires no integration, minor governance, and little coordination. A team of 500 can be using copilots within weeks. Most organizations clear this bar, and then find themselves standing on the edge of a chasm nobody warned them about. Phase 2 is invisible work, and it requires:
- Documentation discipline. Capturing not just what was built, but why, when, and how to extend it. Most organizations don't have the muscle, and it doesn't build itself.
- Parameterization. Making a one-off solution generic enough to apply across teams, contexts, and edge cases without breaking.
- Testing and validation. The gap between "it worked for Maya" and "it works 10,000 times a week" is where most skill libraries die.
- Distribution infrastructure. Catalogs, discoverability, and deployment mechanisms so skills actually reach the people who need them.
- Operationalization. Integrating skills into workflows, metrics, and accountability structures. Without ownership, skills rot.
None of this appears on a copilot adoption roadmap. Most organizations muddle through Phase 1 with enthusiasm and informality, then find no clear path to Phase 3.
Why the Frameworks Skip It
McKinsey's AI maturity model emphasizes governance, data readiness, and organizational structure, but focuses on the leap from initial adoption to enterprise-scale deployment, treating the middle as an implicit organizational exercise. Microsoft's maturity framework describes technology adoption but assumes organizations will naturally progress from tool use to workflow automation. MIT Sloan's research on agentic organizations describes the end state but offers limited guidance on how to build the capability bridge.
The frameworks are directionally correct. They are also, in the specific place that matters, silent. Organizations follow them, deploy copilots, see early wins, and then stall, because no framework tells them how to do the hard work of codification.
The Skill Catalog: From Innovation to IP
The antidote to Phase 2 stagnation is a skill catalog: a growing, curated library of AI-powered capabilities that can be discovered, deployed, and iterated upon across the organization. A skill catalog is not a list of prompts. It is a structured collection of codified solutions, each with documented inputs, outputs, quality criteria, and clear ownership.
- Identify your best operators. The people producing exceptional work with AI tools are your innovation source. They already know where the leverage is.
- Train them in codification discipline. Not just AI capability, the specific muscle of formalizing innovations into reusable, testable, distributable assets.
- Capture systematically. Partner with product and engineering to formalize, test, and package innovations as reusable skills.
- Distribute through a central catalog. Make skills discoverable and trivial to deploy across teams.
- Track, gather feedback, iterate. The catalog is a living asset, not a static inventory.
For organizations with multiple business units or portfolio companies, this mechanism compounds dramatically. A skill built for corporate development can be adapted for investor relations, strategic planning, and compliance, each deploying it without rebuilding from scratch.
The Platforms Are Ready. The Discipline Isn't.
The infrastructure for skill codification already exists. Claude has Skills. OpenAI has GPTs. Microsoft has Plugins. The technical barriers to packaging and distributing AI capabilities are lower than ever. Yet most organizations do not leverage these platforms strategically. The friction is organizational, not technical: no perceived urgency, unfamiliar discipline, and unclear accountability for who owns the catalog.
The organizations that will succeed are those that treat skill codification as a core operating practice, not an afterthought or a side project.
The Codification Boot Camp
The most effective way to seed Phase 2 is through a structured codification boot camp: an intensive program that trains your best operators in both AI capability and codification discipline, and produces real skills for your catalog as an output. This is not a traditional training program. It is a working engagement.
A typical engagement runs in three waves. Weeks 1–2: deep training in advanced AI capabilities, prompt design, system design, and evaluation frameworks. Weeks 3–6: participants lead innovation projects on high-impact use cases, simultaneously documenting their work using codification templates and standards. Weeks 7–8: formalization and peer review, skills are refined, tested, and packaged for the catalog.
Sustaining the Practice
A boot camp is a catalyst, not a solution. Sustaining Phase 2 requires organizational structures and incentives: a product or innovation team responsible for the catalog (managing definitions, testing, versioning, distribution); a codification review process that vets innovations for catalog inclusion; incentive structures that reward both innovation and codification; and regular discovery programs so teams know what skills exist.
Organizations should expect Phase 2 to be a permanent operating function, not a temporary initiative. The catalog grows as the organization's AI capability matures. It is the flywheel that makes every subsequent phase possible.
Organizations that master Phase 2 will progress to Phase 3 and beyond. Those that skip it will find themselves perpetually stuck in Phase 1, productive at the individual level, but unable to transform.
The opportunity isn't more copilots. It's the discipline of turning what your first $10M of copilot spend revealed into durable, compounding capability. That's the work of Phase 2.
